The convergence of blockchain and artificial intelligence (AI) represents a transformative
paradigm for secure and intelligent information systems. This paper proposes a comprehensive
conceptual framework integrating AI into a blockchain-based architecture designed for academic and
governmental institutions. The system leverages Hyperledger Fabric as a permissioned blockchain and
introduces an AI intelligence layer to enable predictive analytics, anomaly detection, and intelligent
automation. From an institutional governance perspective, the study defines key integration points
across system layers, proposes a strategic AI toolset, and delivers a qualitative architectural blueprint.
By doing so, this work establishes a foundational conceptual roadmap that sets the stage for future
empirical simulations and micro-algorithmic implementations. The conceptual evaluation indicates
that combining blockchain with AI significantly enhances system security, transparency, and decisionmaking capabilities, while introducing new technical and governance challenges that require careful
architectural planning
